ISLAMABAD: The government has expanded its flagship low-cost housing finance initiative by allowing eligible non-bank financial companies (NBFCs) to participate in the Prime Minister’s Apna Ghar Programme (PM-AGP), aiming to improve access to home financing for underserved borrowers beyond the conventional banking sector.
The approval, granted by the federal government on the recommendation of the Securities and Exchange Commission of Pakistan (SECP), enables non-bank housing finance and investment finance companies to offer housing loans of up to Rs10 million under the programme.
Eligible microfinance companies will also be permitted to extend housing loans of up to Rs5 million, the SECP said on Saturday.
According to the regulator, the decision will help individuals without traditional banking relationships obtain housing finance on easier terms by utilizing the extensive digital networks and outreach of NBFCs in remote and underserved areas.
Under the programme, eligible borrowers will be able to access financing at a subsidised 5% profit rate for the first 10 years.
The SECP said it has also issued the regulatory framework governing NBFC participation in the scheme.
The framework permits NBFCs to provide housing finance in collaboration with banks and other financial institutions.
The “Wazir-e-Azam Apna Ghar Program – Ghar Ho Tu Apna,” also known as the Prime Minister’s Apna Ghar Programme (PM-AGP), is a nationwide housing finance initiative launched by Prime Minister Shehbaz Sharif to address Pakistan’s housing shortage by promoting affordable home ownership and supporting economic activity.
The programme was formally launched on April 30, 2026, following consultations with the private sector, the Ministry of Finance, and the State Bank of Pakistan (SBP).
The initiative covers all four provinces, Gilgit-Baltistan, and Azad Kashmir without regional restrictions on eligibility. In its first year, the government aims to facilitate the construction of 50,000 houses through Rs321 billion in financing.
